Occupation Competency Model

This self-paced, scenario-driven eLearning course equips Unit Training Managers to confidently interpret and apply the Occupational Competency Model (OCM) within the Competency-Based Career Field Education and Training Plan (CFETP).

Through the story of MSgt Barnes, a seasoned Education and Training Manager, and TSgt Parker, a developing UTM, learners navigate realistic conversations, job tasks, and decision points that reflect daily challenges in managing unit-level training programs.

The course demystifies OCM structure, terminology, and evaluation criteria, bridging the gap between theoretical awareness and practical application. Learners engage in guided walkthroughs, interactive CFETP/STS exercises, and scenario-based decision-making to connect competencies, sub-competencies, and observable behaviors to Airman development.

Audience

Unit Training Managers (UTMs) who plan, manage, and monitor training programs across career fields.
While familiar with CFETPs, many have limited experience applying the Occupational Competency Model and need structured, scenario-based guidance to connect competencies to performance and readiness outcomes.

  • Articulate Storyline 360 (development, branching logic, accessibility).

  • Custom vector illustrations and icons (Barnes & Parker scenario visuals).

  • Storyline accessibility and keyboard navigation features (WCAG 2.1 AA).

  • CFETP and STS visual overlays for guided demonstrations.

My Role

Instructional Designer & eLearning Developer

  • Wrote all instructional scripts, interactions, and dialogue.

  • Designed instructional flow aligned to OCM Educational Objectives (EO1–EO6).

  • Developed full course in Articulate Storyline 360, including navigation, interactivity, and assessments.

  • Created custom illustrations, UI layouts, and accessibility features.

  • Designed scenario-based practice activities and adaptive feedback.

  • Collaborated with SMEs to validate accuracy and ensure alignment with Air Force Education and Training standards.

Problem/Need Statement

Unit Training Managers (UTMs) play a critical role in aligning Air Force training programs to mission readiness, yet many lack practical experience applying the Occupational Competency Model (OCM) within the Career Field Education and Training Plan (CFETP). While UTMs are familiar with task-based training documents, they often struggle to interpret or explain how competencies, sub-competencies, and behavior statements connect to daily training and evaluation practices.

This gap can lead to inconsistent application of competency-based standards, misalignment between training activities and desired outcomes, and reduced confidence when advising supervisors or certifiers.

The Occupational Competency Model (OCM) Course addresses this need by providing scenario-based, guided practice that helps UTMs translate OCM concepts into actionable training management decisions—ensuring consistent, competency-driven readiness across units.
